The Global Jewish Information Network Project

Today's technology allows us to envision and implement projects that a
short decade ago were no more than mere dreams. One dream that may come
true is a computerized network used to connect all of the Jewish
communities around the world, allowing them to share data, knowledge and
experience in an effort to multiply and cement the ties that bind the
Jewish people together.
The Government of Israel through the Ministry of Communications decided to
begin the steps leading to the creation of this computerized network. The
network will cater specifically to the information and communication needs
of the Jewish communities all over the world. This network will be easily
accessible from every Jewish congregation, institute, school and home and
will provide the following services:
* Worldwide Electronic Mail facilities
* Jewish Directories and Nameservers
* Easy access to Jewish databases
* Electronic newspapers, Bulletin Boards and conferences
* Access to libraries of software on Jewish subjects
* Jewish educational services
* A Jewish Electronic University
Establishing the Network
The capabilities of electronic information transfer enable us to create a
network which will coordinate and support the development of distributed
knowledge bases which communicate with each other. Any organization or
individual with a personal computer and a modem can obtain access to a
network center which will either:
1. provide information itself from databases held by the network center;
2. provide a transparent 'gateway' to databases held at other locations;
and/or
3. allow the user to communicate with other users interested in discussing
the same topics via electronic conferences and newspapers.
The network will be developed such that:
1. access will be available from anywhere in the world, and 2. information
providers (e.g. those with databases, news of interest, services, etc.)
should be encouraged to either (a) make the information available through
the network's gateway or (b) place the information at the network center
itself
Types of information which wil be communicated through the Jewish
network:
1. Directories
Access to information as to who is doing what worldwide, both at the level
of organizations and individuals; and from access points of geographic
location, type of institution, subject areas, umbrella organizations,
individuals' names, etc. One such directory might be a list of all
synagogues worldwide. Another is the computerized directory of Jewish
family names operated by the Museum of the Diaspora.
2. News
Actual news online either in the format of newsflashes,articles or even
entire newspapers which could be accessed adhoc by any subject, name,
location or combination of these or other factors. The Jerusalem Post, for
example, is alreadyonline in its entirety.
3. Databases
Databases in various fields. Several examples occur: The Otsar HaPosskim
(Jerusaelm) and the Responsa project from Bar Ilan University which both
offer interactive dialogue with the Tanach, Talmud, Gemara and the
Rabinical Responsa. Others are such as the Aleph Catalog, The Jewish Art
Index, The Jewish Filmography, and so on. One database which should be
established may include all planned conferences of Jewish interest for the
next years including location, subject, contact person, dates, etc.
4. Databanks
Statistical/demographic data concerning the Jewish community worldwide
such as data on population, education, number and type of institutions.
5. Conferences and Bulletin Boards
Ability to communicate information centrally on specific topic areas
thereby encouraging international discussions on common topics. Several
such confernces already exist and should be connected to the proposed
network: Yiddish-Mail, Mendele, Judaica, HUG (Hebrew Users Group),
soc.culture.jewish, the Kesher Bulletin Boards, Fidonet Israeli and Jewish
BBS's and more.
6. Open Electronic University on Jewish Subjects
Courses on Jewish subjects offered by the Universities should be included
as part of the network. In addition, development of new courses should be
encouraged.
7. Network of Jewish Educational Institutions
Programs connecting Jewish educational institutions in Israel and in the
Diaspora should be encouraged in the framework of the proposed network.
The establishment of databases of educational resources available,
software directories and libraries, simulation games etc will be
encouraged.
8. Jewish Services
Access to information on such topics as The Jewish Traveller guide,
Jewish foundations and grants, Jewish publishers catalogs
(books,videocassetes, CDs etc.). Eventually an option for teleshoping in
these areas may be included among the networks's services.
Methodology
The following stages will be carried out as part of the program for the
establishment of the Jewish network:
1. Definition of Systems Specifications
Detailed definition of system specifications including network functions,
configuration, number of potential users,location of users, volume of use,
number and types of information providers, volume of information to be
held and form of information to be provided.
These areas will be surveyed thoroughly:
a. The Jewish Communities
- A mapping of Jewish communities and institutions will be carried out
and a taxonomy for them developed.
- Criteria will be defined for selecting participants in the
experimental project.
- Participants in the experimental project will be selected.
- Negotiations will be held with the communities that may be
candidates to participation in the experimental project.
b. Information
- Survey and analysis of communication and information needs of Jewish
communities around the world.
- mapping of existing information and communication systems of Jewish
interest.
- Criteria for the selection of information /communication systems to
be included in the experimental project.
- Negotiations with information / communication system providers on
conditions for their inclusion in the experimental project.
2. Selection of System Technology
Identification, analysis and selection of the system technologies
optimally meeting the system specifications:
a. Functions, configuration, number of users, trafic volume, gateways to
other systems, volume of information to be stored in the network
computer.
b. Mapping of technologies adequate for meeting above mentioned
requirements.
c. Definition of computer resources needed for the experimental project.
3. Design of Pilot System
Design of pilot system meeting the system specifications and using thes
selected technology. The pilot will be aimed at a target audience, which
would include a select number and type of information providers and
operate for one year.
4. Development/Implementation/Marketing of Pilot System
Actual development, implementation and marketing to the users and the
providers of the pilot system.
5. Use of Pilot System
Use of the system for one year
6. Evaluation of Pilot
Detailed evaluation of the pilot from the viewpoints of function, user
and content.
7. Redesign of the Final Concept and Detailed Work Plan
As a result of the pilot a redesign of the system and a detailed work
plan including steps to be taken to market the network to users and
information providers.
8. Analysis of System Costs
After final system specifications the total cost of operating the
network can be estimated.
9. Analysis of Funding Methods
In its initiial stages the Jewish Network will need both startup and
operating funds. In later stages after the network is operational, cost
should be reinbursed by usage fees.
Present Stage of the Project
The project is being coordinated by the Telematics Department of the
Ministry of Communications headed by Mr. Zvi Ilani. The Ministry of
Communications issued a RFP for the detailed planning of the Jewish
Network (March 1991) covering the 1 to 3 stages described above.
Makash (Dov Winer) with the Sibam consulting corporation (Dr. Iossef
Shiftan) have been awarded the contract (August 1991). Mr. Henry
Nussbacher and Dr. Baruch Ofir have been hired by Sibam/Makash to act as
consultants for the project. The workplan presented by Sibam/Makash
following the MAFTEAH guidelines of the Ministry of Finances has been
approved.
The Jerusalem Center for Public Affairs, headed by Prof. Daniel Elazar is
taking an active role in the project focusing in the detailed mapping of
Jewish communities in the Diaspora. The "Jewishnet" conference has been
established at the Listserv of BGUVM ( Ben Gurion University). It will be
an electronic platform for the discussions and contributions of the Task
force for the project.
The Task Force will be established in the coming weeks. Leading people in
areas like Jewish observance, Jewish studies, Jewish electronic
communications, Jewish education and community work and related areas are
invited to join it. We expect to be able to enjoy their knowledge,
accumulated experience and goodwill.
